Governance
The International Advisory Council (hereafter referred to as the "Council") is an internal advisory body consisting of experts of international reputation and status, who at the request of the company provide advice to help the company better understanding global macroeconomic and financial issues and develop its overall strategic direction and policies, including overseas investment strategies, policies and processes. The Council convenes once a year.
As per the Charter for International Advisory Council, CIC appointed the members of its IAC, and remained in communication with them on key matters surrounding the company’s reform and development. In December 2022, International Advisory Council Meeting 2022 was held in a hybrid format in Beijing.
Members

Chairman and CEO
Mr. PENG Chun is Chairman and Chief Executive Officer of CIC. Immediately prior to this, he served as Chairman and Executive Director of Bank of Communications. Previously, he was Vice Chairman, Executive Director, and President of Bank of Communications. Before that, he worked as Executive Vice President of CIC, and Executive Director and President of Central Huijin. He also held several positions with Bank of Communications, including Executive Director and Executive Vice President; Executive Vice President; Director and Assistant to the President; General Manager of Urumqi Branch, Nanning Branch, and Guangzhou Branch.
Mr. PENG, born in 1962, holds a master’s degree in economics from the School of Finance of People’s Bank of China and the title of Senior Accountant.
Mr. PENG Chun is Chairman and Chief Executive Officer of CIC. Immediately prior to this, he served as Chairman and Executive Director of Bank of Communications. Previously, he was Vice Chairman, Executive Director, and President of Bank of Communications. Before that, he worked as Executive Vice President of CIC, and Executive Director and President of Central Huijin. He also held several positions with Bank of Communications, including Executive Director and Executive Vice President; Executive Vice President; Director and Assistant to the President; General Manager of Urumqi Branch, Nanning Branch, and Guangzhou Branch.
Mr. PENG, born in 1962, holds a master’s degree in economics from the School of Finance of People’s Bank of China and the title of Senior Accountant.

Vice Chairman, President, and Chief Investment Officer
Mr. Ju Weimin is Vice Chairman, President, and Chief Investment Officer of CIC. Previously, he served as Executive Vice President of CIC and President of CIC Capital. Prior to joining CIC, he was Executive Director and Executive Vice President of CITIC. He also held other positions at CITIC, including Chief Financial Officer, Director General of Finance Department, Chairman of CITIC Resources Holdings Limited and CITIC Trust Co., Ltd., as well as board member of China CITIC Bank Corporation Ltd. and CITIC Securities. Mr. JU used to serve as Chairman of China Trustee Association as well.
Mr. JU, born in 1963, holds a master’s degree in economics from Renmin University of China.
Mr. Ju Weimin is Vice Chairman, President, and Chief Investment Officer of CIC. Previously, he served as Executive Vice President of CIC and President of CIC Capital. Prior to joining CIC, he was Executive Director and Executive Vice President of CITIC. He also held other positions at CITIC, including Chief Financial Officer, Director General of Finance Department, Chairman of CITIC Resources Holdings Limited and CITIC Trust Co., Ltd., as well as board member of China CITIC Bank Corporation Ltd. and CITIC Securities. Mr. JU used to serve as Chairman of China Trustee Association as well.
Mr. JU, born in 1963, holds a master’s degree in economics from Renmin University of China.

Executive Director and Executive Vice President
Mr. SHEN Rujun is Executive Director and Executive Vice President of CIC. Prior to this, he served as Executive Director and Executive Vice President of Bank of Communications. Previously, he held several positions with the Industrial and Commercial Bank of China (ICBC), including President of Shandong Branch, General Manager of Finance Accounting Department, Vice President of Beijing Branch, and Deputy General Manager of Planning and Finance Department.
Mr. SHEN, born in 1964, holds a Ph.D. in management from Technology and Economics School of Hohai University and the title of Senior Accountant.

Mr. GUO Xiangjun is Executive Vice President and Deputy Chief Investment Officer of CIC. Immediately prior to this, he was the Chief Risk Officer of CIC, the Head and Managing Director of CIC's Risk Management Department. Previously, he served as the Deputy Director General of the Department of Fiscal and Financial Affairs at the National Development and Reform Commission (NDRC) and as Deputy Director General of the Macroeconomic Control Department at the State Council Office for Restructuring the Economic Systems.
Mr. GUO, born in 1966, holds a master's degree in economics from Renmin University of China.

Executive Vice President and Deputy Chief Investment Officer
Mr. QI Bin is Executive Vice President and Deputy Chief Investment Officer of CIC. Immediately prior to this, he held several positions with the China Securities Regulatory Commission, including Director General of the Department of International Affairs, Director General of the Department of Innovative Business Supervision, Director General of the Research Center and Executive President of the Beijing Institute of Securities and Futures, Deputy Director General of the Department of Fund Supervision, and Member of the Strategy and Development Committee.
Mr. QI, born in 1968, holds a Ph.D. in economics from Tsinghua University and an MBA from University of Chicago.
Mr. QI Bin is Executive Vice President and Deputy Chief Investment Officer of CIC. Immediately prior to this, he held several positions with the China Securities Regulatory Commission, including Director General of the Department of International Affairs, Director General of the Department of Innovative Business Supervision, Director General of the Research Center and Executive President of the Beijing Institute of Securities and Futures, Deputy Director General of the Department of Fund Supervision, and Member of the Strategy and Development Committee.
Mr. QI, born in 1968, holds a Ph.D. in economics from Tsinghua University and an MBA from University of Chicago.

Chief Inspector
Mr. PAN Yuehan is Chief Inspector of the Discipline Inspection and Supervision Office of the CPC Central Commission for Discipline Inspection (CCDI) and the National Commission of Supervision (NCS) at CIC. Immediately prior to this, he served as Chief Risk Officer of Bank of China. Previously, he held several positions with Bank of China, including Deputy General Manager and Chief Financial Officer of Jiangsu Branch, General Manager of Suzhou Branch, General Manager of Shanghai Branch and Vice President of Shanghai RMB Trading Unit.
Mr. PAN, born in 1964, holds an MBA from China Europe International Business School.

Executive Vice President and Chief Strategy Officer
Ms. ZHAO Haiying is the Executive Vice President and Chief Strategy Officer of CIC. Previously, she held other positions at CIC and Central Huijin, including Chief Risk Officer of CIC, Member of the Executive Committee of CIC, Executive Vice President of Central Huijin, Head of the Non-Banking Financial Institutions Department of Central Huijin, Head of the Asset Allocation and Strategic Research Department of CIC, and Head of the Research and Legal Affairs Department of Central Huijin. During her career at CIC and Central Huijin, she also sat on the boards of ICBC, CICC, and New China Life Insurance Company Co., Ltd. Before joining Central Huijin, she was Deputy Director of the Department of Securities Issuance Supervision at the China Securities Regulatory Commission (CSRC).
Ms. ZHAO, born in 1965, holds a bachelor's degree in engineering from Tianjin University and holds a Ph.D in economics from University of Maryland, College Park.

Mr. LIU is the Executive Vice President and Chief Risk Officer of CIC. Previously, he served as a member of the Executive Committee of CIC and Executive Vice President of Central Huijin, Director General of Equity Management Department II of Central Huijin, Director General of the Comprehensive Management Department / Banking Institutions Department II of Central Huijin, Deputy Director General of Comprehensive Management Department of Central Huijin, Director and Senior Vice President of Legal & Compliance Department of CIC.
Mr. LIU, born in 1971, holds a master’s degrees of Science in finance from London Business School and a master's degree of Law from the University of Iowa.
Mr. LIU is the Executive Vice President and Chief Risk Officer of CIC. Previously, he served as a member of the Executive Committee of CIC and Executive Vice President of Central Huijin, Director General of Equity Management Department II of Central Huijin, Director General of the Comprehensive Management Department / Banking Institutions Department II of Central Huijin, Deputy Director General of Comprehensive Management Department of Central Huijin, Director and Senior Vice President of Legal & Compliance Department of CIC.
Mr. LIU, born in 1971, holds a master’s degrees of Science in finance from London Business School and a master's degree of Law from the University of Iowa.

Member of the Executive Committee
Mr. BAO is a member of the Executive Committee of CIC. He concurrently serves as Head of Private Equity Investment Department I and Real Assets Investment Department I of CIC. Previously, he was Head of Real Assets Investment Department II of CIC, Acting Head and then Head of Investment Department I of CIC Capital. Prior to this, he served as Deputy Head of Private Equity Department of CIC, while concurrently holding several other positions within the department, including Head of Private Credit Division.
Mr. BAO, born in 1968, holds a master's degree in Industrial Foreign Trading from Shanghai Jiao Tong University.

Mr. XU, born in 1976, holds an MSc degree in Operational Research and Management Science from the University of Edinburgh, and an MPhil degree in Development Studies from the University of Cambridge.
Mr. XU Zhibin is a Member of Executive Committee of CIC. He concurrently serves as Executive Vice President and Head of Equity Management Department II of Central Huijin. Previously, he was a Board member and General Manager of Shenwan Hongyuan Group, Deputy General Manager and Chief Risk Officer of Shenwan Hongyuan Securities.
